However, once the computer is restarted again, the problem comes back. The printer drivers are up to date and that has been ruled out as a non-issue since the printer is available in other software.

I have tried a fresh install of Windows as well as reinstalling the Photoshop software. Again, on a fresh install it worked the first time, then after a restart it came back.
